Did you know cows are allowed to wander the streets in India? Everyone knows that.
In some cities the government is trying to remove the cows, thinking they don't fit with the whole 'new economic superpower' image. But for the most part they're still allowed to lounge on the beach or obstruct the traffic as they please.
